Julio Angel Ramos Gonzalez, born in Cayey, Puerto Rico, has dedicated his life to family and hard work, instilling these values in his children and those around him. As one of the inaugural students of PL Weaver’s CDL training program, Julio witnessed its evolution into Central Penn CDL Academy, where he now serves as a CDL instructor, driver trainer, and mentor.
Julio continues to make an impact by delivering bulk tanks of organic milk, demonstrating the highest standards of safety and reliability on the road. His exemplary safety record, meticulous attention to detail, and natural ability to connect with and guide new drivers earned him PL Weaver & Company’s 2024 Driver Development Award. Julio has completed the SAFE DRIVE System Train-the-Trainer course and holds a Basic Instructor Certification from the Commercial Vehicle Training Association (CVTA).
Julio’s passion for mentorship and his commitment to excellence make him a valued role model at Central Penn CDL Academy, where he shapes the next generation of CDL professionals.


Paul W. Ford, Ph.D. Director of Education

Dr. Paul W. Ford is a distinguished safety and education professional with a robust background spanning military service, commercial driving, and occupational safety. Dr. Ford served honorably in the United States Marine Corps from 2000 to 2006, with deployments to Kuwait and Iraq, where he developed his foundational leadership skills. Upon completing his service, he earned a bachelor’s degree in Management and Psychology from Johnson & Wales University in 2006.
After his time in the Marines, Dr. Ford obtained his CDL and spent 17 years as a tractor-trailer driver, where he became deeply involved in driver development, training, and safety initiatives. His commitment to safety led him to a supervisory role at the Port of Philadelphia, where he began his graduate studies in Occupational Safety Management at Embry-Riddle Aeronautical University.
In 2022, Dr. Ford joined PL Weaver & Company as the Safety & Compliance Director. During his tenure, he earned his master’s degree and Ph.D. in Occupational Health and Safety from Capitol Technology University, where his innovative research into passive fire suppression systems for commercial vehicles was published in the Journal of Transportation Technologies. He has implemented critical safety policies—including fatigue management, return-to-work, and accident reporting policies—and created a comprehensive driver training and mentorship program. His leadership extended to establishing and presiding over the company’s safety committee, which emphasizes continuous improvement and safety advocacy.
Dr. Ford’s passion for education led him to found Central Penn CDL Academy, where he developed the curriculum and introduced a novel approach using personality assessments to tailor training to individual drivers. Currently, as Director of Education at Central Penn CDL Academy, he oversees curriculum development, including the recent implementation of the SAFE DRIVE System, an innovative training model designed to enhance driver preparedness.
Dr. Ford holds multiple certifications, including the Graduate Safety Practitioner (GSP) designation by the Board of Certified Safety Professionals, Certified Director of Safety (CDS) by the North American Transportation Management Institute (NATMI), and a Safety Professional Certification by the Commercial Vehicle Training Association (CVTA). He is also a Certified Third-Party Examiner for CDL applicants in Pennsylvania. In his free time, Dr. Ford volunteers as a Safety Marshal at Formula One events and enjoys spending time with his family.
Dr. Ford is currently pursuing his second doctoral degree at Walden University, focusing on a Doctor of Education (EdD) with a specialization in Higher Education and Adult Learning. Grounding his research in the practices and successes of Central Penn CDL Academy, Dr. Ford’s work aims to enhance the academy’s impact, benefiting not only students but also the staff and the overall program.

Gregory Barr has dedicated his life to the transportation industry, building a rich and diverse career that began shortly after his honorable discharge from the Army in 1993. With the support of family and friends, he found his footing hauling fertilizer and later became a licensed Class B CDL operator, which paved the way for his work in medical waste hauling. His dedication to growth led him to pursue his Class A CDL at Lebanon County Career School, where he graduated at the top of his class.
Gregory’s career advanced rapidly as he took on coast-to-coast driving roles with Glenn Moore Transport, transporting diverse loads across the United States. His journey then brought him to a position as a heavy wrecker operator, a role that showcased his expertise in handling complex and hazardous recovery operations. Over the years, he worked with every type of transportation equipment, from tankers to oversized loads, building a reputation for skill and reliability.
Seeking stability, Gregory transitioned to FedEx Ground, where he managed pickup and delivery operations. He later accepted a managerial role at RJ Sells Towing and Recovery, where he expanded the company significantly, growing from a two-unit operation to a multi-million-dollar enterprise with a full fleet and multiple employees. During this time, he achieved multiple Wreck Master certifications, including the prestigious 6/7 certification, and was recognized by his peers for his exemplary leadership.
In the latter years of his career, Gregory returned to FedEx Ground as a line-haul driver, providing him with a predictable schedule and the opportunity to train new drivers. After three decades on the road, he transitioned from professional driving to teaching, fulfilling his desire to give back to the industry. He became a certified CDL examiner through PennDOT and ultimately joined Central Penn CDL Academy, where he now serves as an instructor and Student Development Manager.
Gregory sees his students as his legacy, equipping them with the skills and knowledge to excel in the transportation field and elevate industry standards for future generations.

Michael Rocchino’s journey in the transportation industry began in childhood, inspired by his grandfather, a railroad executive with nearly 50 years in the field. This early exposure to the intricacies of railroad operations sparked a lifelong fascination with transportation. Michael’s interest expanded to trucking in the early 1980s when his stepfather, a seasoned driver, introduced him to the world of trucking. As a child, Michael eagerly accompanied his stepfather on cross-country trips, learning about vehicle mechanics, safety protocols, and navigation.
Michael obtained his CDL in 2006, further solidifying his commitment to the industry. His career has included roles as a box truck driver, yard jockey, and CDL trainer, and he has been invited to serve as a trainer for multiple companies. He also held a leadership role as Co-Chairman of the Safety Committee for UPS Freight, demonstrating his commitment to safety and operational excellence.
Currently, at Central Penn CDL Academy, Michael plays a vital role in curriculum and program development, bringing his attention to detail and expertise to ensure that students receive a comprehensive and high-quality education. His deep understanding of client and customer relations further enhances the academy’s training standards, ensuring that students are well-prepared to meet industry expectations.
Throughout his career, Michael has trained new drivers, served as a CDL Travel Instructor and Trainer, and held positions including Program Director, Assistant School Director, and School Director at various CDL training schools. With over one million safe driving miles, he exemplifies safety and professionalism.
A Certified Master Instructor with the Commercial Vehicle Training Association (CVTA) as of 2024, Michael’s credentials underscore his dedication to shaping the next generation of CDL professionals with precision, integrity, and a commitment to excellence.
